Programme of Empowerment of the Communes PEC, Tunisia

The Program of Empowerment of the Communes-PEC is a program implemented by the FNVT with the technical support of CILG-VNG International and the financial support of the European Union. PEC, as its name indicates, focuses on the empowerment of municipalities in Tunisia through the strengthening of FNVT's role in advocacy and contribution to the process of decentralization, technical assistance of municipalities, exchange of knowledge, and generation of innovative tools and approaches in local governance.

The programme is based on the following axes:

Capacity Building of the FNVT:

  • The programme provides support to the staff of the National Federation of Tunisian Cities through the elaboration of guides, the development of management tools (network application, portal, open data, web exchange platform on decentralization.) The programme also supports the transition process of the federation, good governance and participatory democracy adopted after the first municipal elections in May 2018

 

Capacity Building in Municipalities :

  • Through the establishment of FNVT networks (GIS, tax collection, management of public spaces), the elaboration of technical guides, training, coaching, and technical assistance, the programme aims to introduce new approaches related to effective planning and management within municipalities.

 

The different PEC activities are carried out for a group composed of 26 municipalities from different regions of the country : "Zriba, Jendouba, Jammel, Metouia, Kelibia, Agareb, Menzel Bourguiba, Enfidha, Tataouine, Beni Khiar, Tozeur, Kairouan, Dar Chaabane Fehri, Ben Arous, El Mourouj, Sidi HAssine, Houmet Souk, Ben Guerdane, Beni Khalled, Hachachna, Bechri-Fatnassa, Tabarka, Metlaoui, Mhamdia, Bargou, Regueb, Sakkiet Eddaier."

CAPITALIZATION AND ADVOCACY AROUND DECENTRALIZATION:

Le programme ambitionne également de renforcer le positionnement de la FNVT ainsi que sa légitimité dans le processus de décentralisation, ceci essentiellement à travers des activités de plaidoyer ainsi qu’à travers la mise en place d’une plateforme d’échange et des sessions de consultations à l’échelle nationale des communes sur des thématiques spécifiques.

The program also aims to strengthen the FNVT's position and its legitimacy in the decentralization process, mainly through advocacy activities and through the establishment of an exchange platform and consultation sessions on specific themes at the national level.
